can these scripts set to run on each machine release without manually providing scripts names?

There is indeed a new type of machine script, however this functionality is currently exposed only via API
Managing them the same way as Commissioning and Testing scripts is something that we might consider in the future.
Meanwhile it would be great if you can mentioning this under Features - Canonical MAAS | Discourse and maybe share some details about your use-case.

Oracle Linux support was added to packer-maas

i wasnt aware it wasnt official yet. I have been using a modified version of that repo to create and deploy custom OL8 images for the last month or two now
