Have you reached out to Canonical directly or a Canonical partner? This is definitely something which can be provided by Canonical directly either with help from support or the Field Engineering team.

Speaking as someone who has created custom images for use with MAAS, I agree that you’ll need to talk to Canonical for some professional services.
You will need someone who has indepth knowledge of both the Curtin installer and Windows Server installation and setup. That’s a pretty rare combination.
