All hosts seem to fetch netboot images from the regional controller, instead of distributing the workload on both regional and rack controllers.
MAAS 3.4.2 Stable. All hosts are in the same L2.

That’s not possible 
by design the machines will only talk to rack controllers (and then the rack controllers might proxy the requests to the region in some cases)

I observed traffic imbalance when performing commission/deployment for 12 hosts at one time. The regional controller was serving more traffic than the secondary rack controller.
