Mark Broken Option Missing from Web GUI

MAAS Version: 3.1.0~beta5

I have a few nodes, all of which show the Mark Broken option missing from the Web GUI.

Additionally, the maas-cli also returns a 403 Forbidden

maas <$profile> machine mark-broken -d -k <$system_id>

How we got here…

The option was available until lately, when we marked the node broken to change its networking, and then marked it fixed. But now the options seems to have disappeared.
