Maas 2.9 snap bug: can't enable dhcp, get "A primary rack controller must be specified."

I seem to have run into this bug:

has anyone seen this before, and can perhaps advise how to coerce maas into working correctly with the v2.9 snap on 20.04 with zfs root?

I re-ran maas init region+rack --maas-url http://localhost:5240/MAAS on the host in question and now it’s recognized as the primary rack controller. no idea why that was necessary, but at least it’s working now.

Can anyone confirm having similar experience as Tessa? This seems to be a bug.

@tabitabi, what is your experience with this issue? i’d like to get some details before classifying this as a bug, or adding to the other bug.
