In my situation racks showed that images were in sync but remote racks were not able to commission/pxe nodes/vms with he same error message you reported.
After removing the good old nginx reverse proxy used to encrypt region communication in old versions of maas and enabling TLS in MAAS directly with certbot, re initializing the racks fixed pxe for nodes being commissioned on remote locations.
