After adding SSH keys using the command: maas admin sshkeys create "key=ssh-rsa AA..." and running the command maas admin maas set-config name=completed_intro value=true to skip the “intro” screen, is there any command or option to execute the “skip user setup”?

Unfortunately, this is not possible at the moment.
There is a related Feature request: Skip SSH key for admin intro, but it is not part of our current roadmap. However, we may consider implementing it in the future.
