it’s really wierd, I tried reinstall rack controaller, reboot region controller, delete the machine and re-deploy,
it always stuck at deploying even though it’s finished (and boot into the system without problem)

Are you using curtin to custom your deployment ?
This error seems to mean that the deployed server is not able to join your maas server at first boot, since it deploys well I guess the network is ok during deployment but there may be something wrong in your custom config that apply during first boot and fails your network.
If you are using curtin please post your preseed file used.
